Divorces Inflict Home Front Damage on Us Troops As Iraq War Drags on

In an army base in Baghdad, in functional wooden booths in a white-walled room, a row of young men in uniform stare at computer screens. Many are emailing, instant messaging or playing online card games with their wives and girlfriends seven or more time zones away. There is a background hum from others talking on a bank of phones. One soldier can be heard protesting: ‘You have no thought what I’m going through out here.’

With the Iraq war in its sixth year, some of these American soldiers are on their third or fourth combat tour – 15 months away from home with just 18 days’ leave. The strain is showing on their relationships and many will return home, exhausted, to find a disenchanted wife has walked out. Divorce rates among the US military are soaring.

Corporal Leonard Allen, 33, is missing his son’s first year of life. A member of the 2-4 Infantry ‘Warrior’ Battalion, 10th Mountain Division, Allen served a nine-month stint in Afghanistan in 2006. Normally he could then have expected at least a year at home. But eight months later he and his comrades were training in Kuwait, then deploying for a long tour in Baghdad.

‘There were a lot of deployment babies after Afghanistan,’ Allen joked. His son Colton is eight months ancient. ‘I’ve seen two and a half months of his life. My wife Andrea gives me daily progress reports – he’s learning to crawl – but it’s a shame when a father has to miss being there. Six or nine months here wouldn’t be so terrible, but these 15-month tours are killing everybody.’

Allen, a former bill collector now regularly on patrol in the streets of Baghdad, married two years ago in Las Vegas. ‘We knew there was a chance I’d be sent to Iraq. She was pretty down for a while, quite sad, and she worries about me here. She knows why I’m here and she’s glad, but she wants me to come home.’

Andrea, 33, keeps in touch with her husband via the internet. In an email from their home at Fort Polk, Louisiana, she told The Observer: ‘I miss him every minute of every day. It helps to reckon about that first hug I’ll get when I see him next and all the things we’ll do when he comes home.

‘When he left for this deployment, Colton was only two and a half months ancient. It’s so hard that my husband is missing most of our son’s “firsts” and that Colton only gets to see his daddy on pictures or videos. I tell Leonard about everything and send him tons of pictures, but a picture can’t capture everything, like Colton’s amusing sense of humor or how sweet it is to listen to him babbling in his crib when he’s waking up in the morning. Fifteen months is just way too long.’

Iraq, which has seen husbands return home with mental scars or missing limbs, preys on her mind. ‘I worry about him all the time; even if I’m not consciously thinking about it, the dread is always there. Any time someone rings the doorbell, my heart starts beating quicker and I say a prayer that it’s not someone coming to tell me something happened to him.’

The couple have rules for their long-distance marriage. ‘It’s impossible to clarify how hard it is to be separated from your spouse for such a long time. You really need to have excellent communication and a strong commitment to make it work. We’re really careful to never really fight on the phone, but if we have any kind of disagreement we make sure it’s resolved before we hang up, and always end our calls with an “I like you”.’

The pressure of deployments in Afghanistan and Iraq have become too much for some. There were about 8,700 divorces involving American soldiers last year, compared to an estimated 5,500 in 2001. Research shows that career soldiers are much more likely to contemplate divorce than in the past.

The anguish is exemplified by John Callahan, 42, a corporal who was away from home for nearly two years. In November 2006, Callahan’s machine-gun malfunctioned during a firefight, wounding him in the groin and leg. Recovering from an operation in hospital, he spoke to his wife by phone and could hear a male voice in the background. ‘Haven’t you told him it’s over?’, said his wife’s boyfriend. ‘That you aren’t wearing his wedding ring any more?’

Some couples face reunions in which the returning soldier has been disfigured, paralyzed or lost one or more limbs or suffered a life-changing brain injury. US marine Ty Ziegel suffered horrific burns in a suicide bomb attack in Iraq but returned home and married his childhood sweetheart – only to separate just before their first wedding anniversary.

Last year suicides among military personnel reached their highest level since 1990 when 108 soldiers took their lives, compared with 102 in 2006 and 85 in 2005. Combat stress is growing, with one study finding that one in five personnel returns from Iraq and Afghanistan with symptoms of post-traumatic stress disorder or major depression.

Unlike during the Second World War and the Vietnam War, when many more people were directly touched by the conflict, today’s military families can feel isolated from the rest of society. Separation can be particularly hard for young couples with small worldly experience. Specialist Chris Haun, 21, from Louisville, Kentucky, married his girlfriend, Jess, just before he was deployed to Baghdad, but said they have already hit problems. ‘We’ve had many nights when we wanted to separate,’ he said. ‘We’ve had downs as well as ups and we’ve talked about divorce.’

He continued: ‘She was a very dependent woman and now she’s becoming more independent. She is 20 and in college and getting ready to hit that age with new freedoms, new friends and alcohol. It’s a time of life when things change. It’s a day-to-day game. You always have the question in your head, “What’s going on?”, but that’s where the trust comes in.’

The US army has sought to address the issue with counseling and chaplain-led programs such as Strong Bonds, which includes weekend retreats for couples. At military bases there are television slots and leaflets offering advice on ‘How to keep a marriage strong during a deployment’, with tips including ‘Read a relationship book together’, ‘Communicate’, ‘Pray for each other’ and ‘Avoid arguments’.

James Pritchard, a chaplain at Loyalty base in east Baghdad, said that 38 soldiers had come to him to discuss marital problems since the start of the year. ‘Probably 10 of them had found out or got evidence that their wife was leaving them or seeing somebody else,’ he said.

‘It’s a huge issue, especially with younger soldiers who’ve married somebody they haven’t known very long. They suddenly have extra money coming in and the lifestyle of the spouse at home lends itself to extra-marital affairs. We’ve had soldiers go home and find the house empty, the wife and kids gone.’

He added: ‘I tell soldiers that, if she was a topless dancer before you met her, when you come home don’t be surprised if she’s no longer your wife.’

Sergeant Larry Driscoll, 42, who has been married twice, said: ‘One deployment has a profound effect on a marriage. If the marriage is on shaky ground, you reckon distance will make it better, but it exacerbates the problems three times over. To get through a second or third deployment, that’s a miracle.

Motivation And Lessons In Inspiration From The Best Coach I Know

Every once in a while you run into someone who has mastered the art of living, someone who doesn’t just go through life waiting for a certain time or place or person to make his or her time here a life of consequence, someone who doesn’t just live on the surface but really soaks it in; the excellent and the terrible; someone who treats life as right adventure.

I was recently treated to a visit from just such a person. This is a man who touched the lives of my deceased brother, taken far too young and my family many years ago. We were all so young then with our whole lives in front of us. So much time has passed imagine my surprise when a set of seemingly unrelated circumstances brought us together after all these years. (You know, as I grow older my belief in and awareness of serendipity increases!)

It seems Coach Harvey has written a book about his life, his adventures and some of the people who have left footprints on his heart. He is by his own description an ordinary man but clearly he is exceptional. What an honor to receive the book and find he has devoted a chapter in it about the special bond and relationship he shared with my brother during and beyond his days as quarterback for Coach Harvey’s team in high school. A part of the inscription he wrote in my book said “I truly hope you find joy and interest in reading this, my book of memories.” I did Coach, I really did.

After receiving the books, one for each of my family who are still here, we had the opportunity to chat on the phone. As most reunions go, there were promises of getting together for a visit the next time he passed through Phoenix. I of course thought it was another of those well intentioned but never realized plans.

Well, this man is full of surprises. About 4:00 o’clock on a recent sunny afternoon my mother gets a call from Coach Fred Harvey. He is in Tucson and want to see us all and catch up. Was I surprised… um yes?

Here is a man who is 87 years ancient and driving from Mississippi to Prescott, Arizona to be with an ancient friend in a nursing home who he unfailingly visits each year. He is spry, interested and fascinating with a razor sharp memory, wit and his eyes still twinkle with genuine delight! He has stopped to visit a number of people on his way. He tells us he has to be home before spring break ends because he is coaching a high school team again. After retiring several times he finds he still misses it. Over the years Fred has traveled and coached in many foreign countries and I can only imagine the number of young men and their families whose lives this man has left an impression on. He talks of maybe writing another book.

As I listen to his tales, like everyone’s life, some are sad, some are pleased but at all times the one thing you hear loud and clear is an unyielding ever present passion for living and what comes next. I find myself becoming inspired to do the same. Listening to him reminds me of when I was younger and lived what they call a spontaneous life; when I was keen to veer off the beaten path just to see what might be there and if I would like it!

I have always heard the best coaches and teachers lead by example; now I know this is right. Thanks Coach Fred Harvey for your visit and your message is loud and clear…

As Nina Maddux wrote in the forward to his book and it so perfectly captures the essence of his tale, the man he is and most importantly the lesson we can learn from him:

“All the emotions I experienced while reading Hell, Yes. I’d Do It All Again, inspired and challenged me to seize the moments as they come, hold on to them, learn from them and never give up.”

I could not have said it better. When we parted we each received a hearty hug and a kiss on the cheek as he said “I always tell people I care about I like them because you just might not see them again.”

So what are the lessons I gathered?

Life is sweet and too precious to waste. Isn’t there something more for you?
Write the book, climb the mountain, visit the homeland, start the business you like even if you won’t be a millionaire, work on a cruise ship, dance the tango in a foreign land, eat the cake, squeeze the grand kids too tight, tell yourself how you cute and special you are and everyone else while you’re at it.

It really is that simple, seize the moments, let go of the “shoulds”, do the “wants” and look for what’s next and you will find it!

Regulating Home Tuition

We are referring to a situation where you tutor your child at home. The parent opting for a home tuition must take this word “discipline” as a sincere concern. Unlike at school where your child would automatically try to copy vital elements of his peers and teacher, while at home, you will need to monitor your child yourself and keep on correcting him at right instances where you find the behavior to be unsatisfactory. This will keep a check on your child’s speaking habits and overall behavior at home.

For home tutoring, the location where study needs to be carried out should be specified. And the child must reach the study location on time as chose with all required study documents and stationary. Don’t be that simple on child that he takes undue advantage and turn the study location into playground. Please must not forget, it’s you only who are going to mentor your child in all aspects, and thus must enter the study area in professional manner and stick to the laid down principles.

Steel Art in Thailand – Miracle of the 21st Century

Thailand is making a name in the international arena in making steel arts. Many Thai online sites showcase their craftsmanship in the form of Alien, Star Wars characters, Predator, and so on. These are made from scrap metal and are freestanding.

The development of the industry started about 15 years ago. Small and very basic models were being made by independent artists using wire, bolts and nuts. Stick figures, motorcycles and animal models were being made. This was but a leisure activity and there was no commercial intention behind the creation of these figures, they were just a way of spending time for 12 craftsmen.
After the appearance of the first Predator movie in 1987, this industry experienced its first growth. The artists were by this time adept at basic models and were seeking challenge. So they chose to work together to make a Predator statue, made from scrap metal.

The Thailand manufacturing industry for the creation of metal sculptures could only grow so quick because there was a lot of cheap scrap metal. These were sourced from Ford Thailand, scrap yards, boat manufacturers, military suppliers etc. 5 artists together mad the first Predator, which was 1.5 meters high and took four months. 20 workers also volunteered time to complete this statue. At that time no internet existed, and there were no computer designing, digital photography. The entire design was made from one photo and this was just a poster of the Predator which was imported from USA.

Artists had no design thoughts, and no plans on how to start construction. The work was basically a social activity. A three dimensional frame was made from wires and artists searched through the masses of scrap metals and discussed which parts would look excellent on the statue. Drinking was as much a part of the event as was construction. The artist voted to complete the job if anyone thought there were improvements to be made.

The finished statue was not sold but passed between the people who made it. Finally it was donated to charity. But the legacy that was born never stopped to exist. Now it is a bit hard to get the workers with skill and team spirit. But once such a group is assembled, they work with a fantastic sense of family spirit. They share the glory of making a statue and are pleased to help each other.

Thailand has developed a fantastic hand crafted steel works industry. There are many people involved in this business and they are getting fantastic offers as well. For example, the Art From Steel, Thailand’s largest manufacturer of steel art, gets regular offers to make factories replica, Alien V’s Predator bar furniture, symbols and gift items. Science fiction seems to be the most attractive of the works. Along with the Aliens, Star Wars and Predators, they are also producing Terminator, Gremlin etc designs as well. So it is becoming a excellent source of revenue for the Thailand people as well. There are scopes for major developments in this sector.

Student Loan Default – How to Avoid Default

Who Provides Student Loans?

Student loan programs, administered by the Federal government and private lenders, have traditionally helped youngsters attend both, graduate and undergraduate school. Federal loans, administered under the Federal Student Aid Programs, are of the following types: Federal Stafford Loans, which are available to students, and Federal Parent PLUS Loans, meant for parents and guardians interested in financing their child’s undergraduate education. Of course, the latter would require the parents/guardians to have a excellent credit history. Both, Stafford and PLUS loans, can be obtained directly from the government, or from private lender’s whose loans are federally guaranteed. Low interest loans are offered to students by schools participating in the Federal Perkins Loans Program. Sallie Mae, a giant lender in the realm of student loans, was made in 1972 as a government enterprise. It was privatized in the year 2004, and the company provides both, private loans and federally backed loans. Private banks and non-profit agencies like Student Loan Corp also provide student loans.

Consequences of Student Loan Default

Repaying student loans provided under the Federal Student Aid Programs usually starts 6 to 9 months after a person graduates or drops out of school. In case of ‘The Smart Option Student Loan’, provided by Sallie Mae, the borrower is expected to pay only interest when he is in school, while after graduating he has to make both principal and interest payments.

Lenders have their own repayment schedule, and any delay in making payments can have serious consequences. For instance, in case of Federal loans, which are repaid in installments, default on even a single payment can result in accelerating the repayment schedule for the remaining amount of the loan. The government can take away or ‘garnish’ 15% of a students disposable income as penalty. A part of social security retirement benefits and disability benefits might also be withheld. Access to other Federal loans may be restricted. Of course, both government and private lenders can sue a person for defaulting, not to mention the impact of such a default on credit scores. A student loan default can remain on record for 7 years. Hence defaults should be avoided at all costs.

How to Avoid Student Loan Defaults

Alternative Repayment Plans: There are various repayment plans for Federal Loans. A student can consider switching between repayment plans, in case he feels that he is likely to default. Currently there are 4 such plans: Level, Graduated, Income Sensitive, and Extended. The level plot requires a person to pay the same amount of interest and principal during the term of the loan (usually 10 years). In case of graduated plans, a person starts with a lower payment and gradually increases the amount of payment every 2 years. This plot requires a minimum bank balance of $2500. Income based repayment plans will come into effect on 1st July 2009, and these may be appropriate for people with low income, since the amount of repayments cannot exceed 25% of their yucky salary. The minimum payment can be as low as 4% of the yucky salary. For people who borrowed before October 1998, the extended repayment plot can allow them to extend the term of the loan by 25 years.

Consolidating Federal and Private Student Loans: Consolidation student loans result in reducing the interest rate on several loans by replacing them with one loan that has an extended repayment period, and consequently, a lower rate of interest. Consolidation is an option that can be considered both, before and after default. Federal government allows consolidation of loans in case of Federal Family Education Loans (FFEL) and Direct Loans. In order to qualify for a FFEL consolidation loan, a person needs to make 3 voluntary on-time payments after defaulting on student loans.

Seeking Forbearance: Forbearance refers to a situation wherein the borrower is exempted from making payments on student loans for a certain period of time. During this period interest accumulates on the loans. Forbearance on federal loans can be requested in case of poor health, if monthly payments exceed 20% of the borrower’s monthly income, or in case a person is unable to pay the loan within 10 years. Private lenders generally grant forbearance in case of extreme hardships, while non- profit organizations like Student Loan Corp may grant forbearance up to a maximum period of 12 months at no additional costs.

Deferrals on Student Loans: A deferral is similar to forbearance since both result in postponing the repayment of the loan. But, in case of forbearance, interest continues to accumulate, while in case of deferral, interest does not accrue on the loan during the deferral period. Deferrals can be obtained under the following conditions: temporary disability, enrollment in a rehabilitation program, unemployment, receiving public help due to economic hardships.

Canceling: A federal student loan can be canceled in case of permanent disability, military and other uniformed service, or by teaching lower strata of society. Volunteering for Peace Corps may also result in canceling the loan. Sometimes nurses and resident physicians can also get a cancellation on their student loans. Canceling a student loan is harder than obtaining a deferral on the loans.

Rising unemployment due to worsening economic conditions has resulted in a number of student loan defaults. In the last 5 years, the cost of obtaining a college degree has increased by 30%. Rising cost of education, coupled with increasing unemployment, has left most students with no option but to drop out of school. The excellent news for college drop outs is that, returning to school and studying part time can help them obtain a deferral on most student loans.

Now the Real Race Begins …

At the huge post-election party at a Capitol Hill hotel, the huge names in the Democratic Party machine made triumphant entrances to cheers and mutual back-slapping. They were not all household names – some were chief mechanics from the party’s boiler room – but they were all heroes to the joyful activists. For an organisation accustomed to defeat, it was the best night out in a decade.

Amid the jubilation, but, there was an unmistakable note of unease. At that moment it was not yet clear that the Democrats had won the Senate as well as the House of Representatives, but some of the party’s top strategists were already fretting that the party might have won too much, two-thirds of the Senate-House-White House triangle.

“One third is ideal,” one said. The wife of another top party fixer was heard saying her husband would rather the Democrats just won the House, in the interests of winning the huge prize, the White House, in 2008.

David Corn, the Washington editor of The Nation magazine who heard the treasonous remarks, clarified the thinking behind them.

“Had the Democrats won only the House, they could have positioned themselves as the insurgents of Washington, running against the sclerotic, corrupt Republicans in the Senate and the White House,” Mr Corn said. “But now they have the Senate and the House, they are 50-50 partners in governing.”

In Star Wars terms, he clarified, the Democrats “go from being the rebels, to being forced to work for the empire.”

Vietnam

Power, particularly at the height of a disastrous war, is a poisoned chalice and the party is worried to hold it in both hands. They have excellent reason. The Democrats had a congressional majority during the Vietnam war and finished up getting a large share of the blame for that ignoble defeat. They are still struggling to shrug off that defeatist mark. That was why John Kerry made a huge deal (perhaps too huge a deal) of his Vietnam exploits in 2004. It is why the victorious Democratic candidate for the Virginia senate seat, Jim Webb, was a Vietnam veteran. It was why the party fielded a dozen more war heroes around the country.

Once more, but, the Democrats find themselves sharing responsibility for a bloody quagmire, and they have no coherent agreed position on how to extricate themselves.

The voters have “reluctantly given us the keys,” said Terry McAuliffe, the former Democratic chairman, adding that the Democrats would have to prove themselves very quickly. It is simpler said than done.

“There’s a huge risk for the Democrats if they assume it’s a mandate for them,” said Frank Luntz, one of the Republicans’ top pollsters. “This vote bodes poorly for the party in power. Americans have chose they don’t the like status quo. And in two years time, the Democrats won’t be able to draw that contrast.”

It was against this uncertain backdrop that the 2006 election finished with Senator George Allen’s concession speech in Alexandria, Virginia, the last state to be chose, and right on schedule the 2008 presidential election took off.

It started, not with a grand fanfare, but rather with a toot on a small horn. Tom Vilsack, the low-profile former governor of Iowa, and the head of Democratic Leadership Council, a centrist wonkish group closely associated with Bill Clinton, set up a committee to prepare for a presidential run.

“Americans sent a clear message on Tuesday. They want leaders who will take this country in a new direction,” Mr Vilsack said. “They want leaders who share their values, know their needs, and respect their intelligence.”

He was not first to formally declare his interest. An even more obscure Republican, Duncan Hunter, announced his intentions midway through this year’s campaign. Hardly anyone noticed.

Such overt and premature steps are really for the long-shots and the desperate.

The largest names in a star-studded race – Hillary Clinton and Barack Obama for the Democrats, and John McCain and Rudy Giuliani for the Republicans – do not need to show their hand so early. They are celebrities and therefore magnets for money and attention wherever they go.

Senators Obama and McCain in particular, criss-crossed the country fundraising for their respective party’s candidates. Mr McCain raised more than $10m (£5.22m). Those are all IOUs. The candidates they support will be obliged to repay in kind in the presidential race.

Mr Giuliani, the former mayor of New York who became a national hero after the September 11 terror attacks, is as huge a draw as Mr McCain among Republicans, but he did not work quite as hard, raising questions on how serious he is about running.

Senator Clinton, meanwhile, pursued a different strategy. She mostly stayed in her state, New York, raising far more in donations, $40m, than was necessary for an simple re-election race. Meanwhile, her husband, Bill, travelled the country picking up the IOUs on behalf of the family firm.

This is called the money primary. It precedes the actual primary contest for the party nomination, and it is desperately vital. The winner of the money primary nearly always wins the nomination. In these days of huge money politics, the cash race will be all but over by the end of next year, and a candidate will be expected to have raised $100m to have any chance of victory.

Consequences

These are high stakes in what can be a bizarre casino. President Bush owes his presidency to a few hundred small-sighted pensioners who in November 2000 made a mistake punching confusing ballots in Palm Beach, Florida, and a few thousand hanging chads.

The 2006 congressional elections had its own odd twists of fate that may have long term consequences for the 2008 race.

If Senator Allen had not pointed to a Democrat campaign worker of Indian descent during a campaign stop in August and used an obscure racial slur, macaca (meaning monkey), while being filmed by the man in question, he would nearly certainly have held his Senate seat, and the Republicans would therefore have held the whole Senate.

By an fascinating knock-on effect, the “macaca” incident and its result makes a dilemma for Hillary Clinton; several senior Democrats, concerned that fielding another Clinton as a presidential candidate might prove too divisive, have been urging her to take the job of Senate majority leader instead – a job offer that was of course contingent on the Democrats winning the Senate.

Bill Clinton has privately told friends that she is genuinely torn over the issue. On one hand, there is no doubting her ambition and the polls are telling her that she would win the Democratic nomination with ease. On the other, there is no doubt she would be subjected to a despise-storm from the right.

Boost

The midterm election has went the pieces in the 2008 game in other ways.

John Kerry, the Democrat presidential candidate in 2004 and 2008 hopeful, was not even running for office this year, and he still managed to emerge a loser. In what he later called a “botched joke” in an inconsequential speech in October to a group of Californian students, he said that if they did not study they would end up getting “stuck in Iraq”.

It was meant to be a sneer in President Bush’s direction, but it finished up sounding as if the soldiers fighting under the American flag were all uneducated hicks.

On the Republican side, Bill Frist and Mitt Romney had poor elections. Mr Frist, the outgoing Senate majority leader, oversaw the loss of the chamber to the Democrats. Mr Romney, the outgoing Massachusetts governor and head of the Republican Governors Association, was powerless to stop the loss of his state and the majority of governorships across the country.

The eclipse of the Republican conservatives has of course boosted the chances of its moderates, who had previously been thought of as incapable of winning over the party’s activists in the primaries.

Unknown

“The huge impact on the presidential race is that it is excellent news for Mccain and Giuliani. The Republicans will now be worried to choose an unknown or someone who is too far to the right,” said leading pollster Frank Luntz.

The pair must now be considered favourites. Mr Giuliani is ahead in the latest polls, but his support of abortion rights make it very hard for him to win in the South. Senator McCain, meanwhile, will be weighed down by his support for the Iraq war, and his unpopular belief that the US should send in more troops.

At 72 by the time of the 2008 election, he will also be one of the oldest presidential candidates in history.

For the Democrats, Senators Clinton and Obama top the polls, in that order. Mrs Clinton still has better name recognition but the half-Kenyan, half-Kansan senator for Illinois is catching up quick. The latest instalment of his autobiography, The Audacity of Hope, is a publishing sensation, having sold 182,000 copies bythe middle of October.

If Senator Clinton opts for the Senate job, then Senator Obama would emerge as favourite, and the media scrutiny would inevitably become more critical, focusing for example on his lack of military or foreign affairs experience. Another leading hopeful, John Edwards, Senator Kerry’s running mate in 2004, has the same problem.

In small, the race is wide open. It is the first time since 1928 that neither the sitting president nor the sitting vice president will be a candidate. Furthermore, the outgoing president will have no clout to place behind a favoured successor.

If the party can find the right candidate, the Democrats must now feel that the 2006 results gives them a powerful boost. Thomas Schaller, a political scientist at the University of Maryland, said that the Republicans had been reduced to being largely a regional party in the south, while the Democrats had won huge in several swing states they narrowly lost in 2004.

Tilt

“Of the 11 states chose by less than 5% in 2004, nine of them now have Democratic governors,” said Prof Schaller, author of Whistling Past Dixie: How Democrats Can Win Without the South.

“It gives Democrats a useful set of surrogates. It helps when you’re building a field campaign. It helps when you are fundraising. And when you have the secretaries of states in the states, there is less chance of shenanigans by the other side at election time.”

Without doubt, the tectonic plates shifted in 2006, and are tilting in the Democrats favour. Now all the party has to do is to stay disciplined for the next two years in Congress, and find the right candidate for 2008.

How will policy change now?

Iraq

The Democrats have until now been hurling criticism from the sidelines. Now they will have to come up with their own solutions despite being pulled in opposite directions by competing factions within the party. Progressives want a rapid withdrawal, while on the other hand “new Democrat” hawks believe a withdrawal before Iraqi forces are ready could be disastrous.

Global warming

The Democratic victory will place the issue on the political agenda after six years during which it was largely ignored as a side issue. The party’s control of the congressional committee chairmanships gives it the power to force a debate.

Trade

The issue of free trade and globalisation is also likely to erupt as a debate, but this too is likely to split the Democrats. Many of the new intake of congressmen are economic nationalists who believe free trade robs American workers of jobs. The bipartisan majority on free trade that has lasted throughout the Bush years is now in danger.

Other foreign issues

The Democrats will push for a much more multilateral approach to foreign policy, which has anyway been forced on the administration by circumstances. Do not expect much movement on the Israel-Palestine conflict. The Democratic leadership, particularly Hillary Clinton, has tried to outdo the White House in its backing for Israel.

How many people at your company are eligible to retire in each of the next ten years?

The odds are excellent that not everyone who is eligible to retire will do so. But it’s a excellent thought to consider how many people could leave at a moment’s notice and when they’re eligible to do so.

How many of your senior managers are in that group?

Senior managers have mission critical knowledge and experience. When they leave, they take it all with them, unless you’ve made alternatives for them to stay on, or work as a consultant.

Review your succession plotting. Identify the less experienced managers that are best qualified to go up. Help them with personal and career development, especially growth assignments, so they’re ready when their time comes.

How many of your key technicians and craft workers are in that group?

We’re talking here about the kind of hands-on technical work that it’s hard to outsource or offshore. Many of the pipelines for technicians and craft workers have been slowly drying up over the last couple of decades. Union apprentice programs have been hit especially hard.

How many of your first line supervisors are in that group?

Your front line bosses have more impact on morale and productivity than any other group of people in your company. Make sure you’re ready to replace retiring supervisors with qualified new supervisors who’ll get the benefit of solid supervisory skills training.

How many of your knowledge connectors are in that group?

Knowledge connectors are vital to your operations, but they don’t have that title on any organizational chart. Knowledge connectors are the people other people call for help because they’re experts or because they know how to find people or knowledge to help solve problems. You can do a social network analysis to find out who they are, or just question around.

I call the problem the “Boomer Brain Drain” because of the loss of knowledge and experience when Boomers retire. If you’ve answered the questions above, you have an thought how huge a threat this is to your company and you can start to work on responses. If you choose some set of retire late/come back after retirement solutions, there are issues to consider. Start with your current pension and retirement policies. Can Boomers continue to work without losing benefits? This may be something you need to have a dialogue with your unions about.

You may also need to modify your policies and procedures for part-time work. Retired Boomers may want a different kind of flextime than younger workers. They might prefer the ability to take more time off, to accommodate medical appointments and visits to children.

Analyze your corporate culture. Do you see older workers as contributing members of the workforce, or do you see them as workers with their eyes on retirement and one foot out the door? Do you provide training to older workers the same as you do to younger one?

You should also reckon about how you’ll need to change your work processes to make them friendlier to older workers at the same time as you find ways to get more productivity out of fewer workers.

How will you change or adjust your business processes to meet the challenges of Boomer Brain Drain?

Older workers may be fantastic workers, but they tend to have more physical limitations than younger workers. You may have to modify either processes or equipment so they’re older-worker-friendly. You’ll be in excellent company. Toyota has been doing this for some time.

Make sure, for example, that the gauges on equipment are simple to read. If instructions are conveyed orally in a workplace, make sure they’re loud enough for older workers to hear.

You can also make changes to business processes that make Boomer retirement irrelevant. If you eliminate some specialized equipment or standardize on fewer kinds of equipment, you may be able to increase your scheduling flexibility and handle more equipment with fewer workers. You can also use technology to capture the knowledge of experienced workers so that it’s available to younger workers.

How will you use technology to meet the challenges of Boomer Brain Drain?

Knowledge management technology is often touted as the way to capture Boomer knowledge and place it to use. In reality, most of the knowledge that Boomers, like other workers, have is in their heads and will go out the door with them. But you can still do some things to capture vital knowledge if you start now.

Consider job-shadowing as a knowledge transfer tool. Reckon about investing in people to chart and document processes that do not currently have formal documentation.

Use simple technological tools, such as electronic discussion groups to capture “shoptalk” and the knowledge that only comes with time on the job. Use social network analysis to identify which people get contacted to solve specific problems.

There are three rules to follow in using technology to capture knowledge. The first is that a tool that no one will use, because it’s too complex or time-consuming, is a useless tool. The second is that culture always trumps technology. Rule number three is that technology that adapts to human habits works better than technology that demands that humans change the way they work.

Have you conducted a “Threat Assessment” to give you an thought of where you need to concentrate your efforts?

Before you go on to plotting for Boomer retirements, take the time to do an accurate Threat Assessment. It will make your efforts more productive in the long run.

Assess every position in your organization. Determine when the person in that job can retire. Evaluate how vital the position is to accomplishing the mission. And assess how prepared you are to replace the incumbent.

Bush Plans Bigger Army Amid Fear of New Iraq Deployment

President George Bush called yesterday for an increase in the size of the US military, deepening expectations that he will send up to 30,000 more troops to Iraq in the new year. In a sign of forthcoming changes at the Pentagon after the departure of Donald Rumsfeld as defence secretary, Mr Bush acknowledged that he had been taken aback by the eruption of sectarian violence in Iraq, and that it had been a hard year.

He said he had questioned Mr Rumsfeld’s successor, Robert Gates, to develop a plot to increase the size of the US army and marines after warnings from senior generals about the strain of repeated deployments in Afghanistan and Iraq. Mr Gates made an unannounced visit to Baghdad yesterday, two days after his swearing-in.

“I am inclined to believe we do need to increase our troops,” Mr Bush told a traditional year-end press conference. “We have an obligation to ensure our military is capable of sustaining this war over the long haul and performing the many tasks we question of them.”

In another development, the Associated Press reported that the Pentagon was pressing the White House to seek an additional $99.7bn (£51bn) for the wars in Iraq and Afghanistan. If approved, the request would drive the cost of the wars to $170bn for the current budget year.

An increase in the size of the army and marines represents a repudiation of the ideal of a smaller and more professional military championed by Mr Rumsfeld. Yesterday’s announcement was widely seen as a precursor to a small-term injection of up to 30,000 more troops into Iraq in a last-ditch attempt to secure Baghdad.

The most senior US generals had opposed sending more troops. General John Abizaid, the commander of American forces in the Middle East, had warned that it would deepen resentment of their presence and increase the dependence of the Iraqi authorities. But, the Pentagon announced Gen Abizaid’s retirement yesterday, a month after he submitted his papers, and the most senior US commander in Iraq, General William Casey, is also expected to quit, giving a freer hand to Mr Gates to try to craft a new strategy.

To that end, Mr Gates arrived in Baghdad for talks with US military chiefs and Iraqi military and political leaders on how to pacify the restive Anbar province and clamp down on sectarian violence in Baghdad. “The whole purpose is to go out, listen to the commanders, talk to the Iraqis and see what I can learn,” he said.

In Washington, Mr Bush acknowledged the Pentagon’s concerns, but refused to be drawn on whether he had chose to send more troops, postponing the announcement to the new year. “There’s got to be a specific mission that can be accomplished with the addition of more troops before … I agree on that strategy.” He added that an expansion of troops remained politically viable, despite the Republicans’ defeat in midterm elections.

He said he had been surprised and disappointed by the rapid spread of sectarian violence in Iraq over the past year. This week he told Washington Post reporters in an Oval Office interview: “We’re not winning, we’re not losing.”

It was his first expression of doubt about the strategy in Iraq, nearly four years after the invasion. Yesterday, the president said he remained convinced the US would win the war, but victory was taking longer than he had hoped.
